What I do is specify multiple .osm files on the mkgmap command line.  When I 
have one .osm file, I'll specify it twice on the command line.  I'd like to 
see if what I do is what others do.

I have found that the .osm files exported by JOSM are significantly different 
than those exported by Merkaartor once converted to Garmin  tdb/img.  I 
haven't come across an explanation why, yet.
