It has always been in the source repository as the build instructions may be version dependent. They have only recently been converted from .txt to .md and the plan is to further refine them when I find time. The reference to "nsi/HOWTO-BUILD.txt" is indeed a relict - sorry that I forgot fix this (done now).
** If it helps I can move the content to the Wiki. ** To be honest, I didn't notice that the file is "not converted to HTML" - maybe because I have the Markdown Viewer plugin installes in my Firefox (uh - but even in iexplore without plgun it is rendered nicely). Anyway - one of the large advantages of .md is that it is also readable when not being rendered.
