qmail-local is run by the user that does the delivery (e.g. vmail or
whatever is specified in qmailUid/ldapuid). qmail-send runs as
qmails.

Nope.

It looks like your qmail-queue calls from qmail-send and qmail-local are
fucked up. Do you set QMAILQUEUE when starting qmail-start?
Is it starting a wrong qmail-queue?
