If you want to allow all the IPs in that range to use your server as mail relay, put entire range. Means your specification is correct. But if you do not want to allow all the IPs in that range, you need to specify those particular IPs in your tcp.smtp file.

Regarding your doubt, you should check if your server acts as open relay. You can use this site for this..

Although this may not tell you very precisely, but you can get general idea about your mail server, if it is open relay or not.
