When clustering is turned on and your domain is in locals and you have specified mailHost attribute of ldap, qmail-send will invoke qmail-lspawn which will in turn invoke qmail-forward to deliver the message to the cluster server. So that satisfies the condition for RCPTCHECK that the domain should be in ~control/locals.

I suggest you use RCPTCHECK with SANITYCHECK which will reject senders without valid email address.
