you've copied /var/qmail/queue using tar probbaly.

check the permissions of the trigger file:
prw--w--w- 1 qmails qmail 0 Jun 15 19:55 /var/qmail/queue/lock/trigger
aside: this is such a common error I'm not entirely clear why qmail-start
doesn't delete the pipe and recreate it with the right permissions when it
starts. it'd save many new users of qmail problems.
