ORBL has not a good reputation in the de.admin.net-abuse.mail and
de.comm.software.mailserver Usenet newsgroups, they have various
policies that are not "friendly".
Common objections against ORBL are:
- black list without sending notification
- immediate list of mustistage relays without separate input/output list

Which supposedly kills pretty much legitimate mail as well. ORBL is
claimed - see above - to list ISP output mail servers when some stupid
client of theirs runs an open relay input that forwards to the ISP
output mail server.
