Spam does not necessarily mean relay, and relay does not necessarily
mean spam.

Our goal is to be a totally automated system that can block relays in
realtime (while spamming is in process) and doesn't introduce human
bias into the equation anywhere.  Adding a "spam verification" step
would break both of these.
