yes, there was some problem (at least with qmailadmin 1.0.12) with 
evaluating sublanguages. So if you selected German/German Language
(="de") it showed german text. If you selected Austrian/German Language
(="de-at") it ignored that entry.
So if you have some older qmailadmin version, my guess is that "ja"
is your first entry with just two letters, all above have "xy-zz".
Try to select just "de" and make it highest priority.
