which evaluates in qmailadmin 1.0.6 to "ja" ("de-de" is ignored)
so maybe you tried to disable all languages except "en" and "de",
but your browser doesn't think so ;)

P.S: I have not even heard of the browser "Safari",
so I am sorry that I cannot help you further with the settings.
I'd go with Tom's advice and restart that stubborn beast.
