This is almost always an indication that qmailadmin isn't running as the vpopmail user. It can be caused by incorrect permissions on qmailadmin, qmailadmin being stored on a volume that is mounted in fstab to disallow suid binaries, or an apache configuration that doesn't allow suid binaries (suexec?).


As I recall, the security of OpenBSD has caused problems for qmailadmin in the past. Perhaps an OpenBSD user can help out?

I'll look into adding code to qmailadmin in the next development release that can report when the login problems are caused by invalid permissions instead of just a bad password.
