Technically speaking, qmail-local or qmail-remote actually do the
sending. qmail-send simply invokes qmail-lspawn or qmail-rspawn

qmail-send is the only place in the man pages I see queuelifetime
referenced though.
Probably true. I know it affects users when they send emails, and as far
as incoming I guess it would not matter; chkuser would bounce bad
address emails, all others would get delivered. In theory.
