The tcp.smtp file should probably be marked as a config in the spec file. On
occasion an update will require a change to the tcp.smtp file though, so
there's no way to fully automate an upgrade when this happens.
If the file in question is tagged as a config file (in the package .spec),
the existing file is kept and the new one is named *.rpmnew. If the file is
not tagged as a config file, the existing file is renamed to *.rpmsave and
the file from the package is used. In either case, it is up to the system
administrator to review these situations and make the appropriate changes. I
believe that the rpm command issues warning messages when these issues arise.
