Notices are not errors and therefore do not explain the behavior you
are experiencing. And those notices seems to relate to qcontrol, not
squirrelmail.

As the servers are *not* identical in their setup, I would start
looking at differences in /etc/php.ini and Apache configs.

Also, did you check if SElinux is enabled or not in both servers as I
suggested earlier?
