It's available. The client simply needs to be configured to use it. It cannot be forced by the server, due to the way the protocol works. The server can only advertise the availability of STARTTLS, which QMT does. It's up to the client (configuration) to choose to use it (or not).

For sending outbound messages, qmail connects with the receiving host
with STARTTLS if it's available. This happens automatically. There's
nothing to do.
