Rajesh, Never mind my last question, I read your email more thoroughly. And, yes I'd reinstall simscan. IMHO opinion, if you're not using simscan, you cannot hurt Qmail if you remove it. I think that the only dependencies are clamav and SA so you'll have to do a 'rpm -e --nodeps' if I remember the syntax correctly. It seems that one person in my reading resolved this same issue by reinstalling all Qmail packages which fixed his problem, it may have been necessary only to reinstall one package namely the offending package which may have been simscan.
