Hmmm. I don't want to write a layout manager. I want to login to
http://qooxdoo.org/layoutcreate.html and start dragging and dropping
widgets onto a layout. I should be able to check their properties and set
specific things like min size etc.

Then I can press a button and get a block of XML or javascript code that
defines the controls.

If it's XML, I should be able to paste that into a box and hit another
button to reload the layout. Though thinking about it, you should be able
to take Javascript and create a layout as well, if it's possible to
execute it and listen to the widget creation calls.
