Maybe I misunderstood something, but my experience with github is that you create an account (for example, username "qooxdoo-contrib"), and then create as many repositories as you like, as long as they are public. Each of those repositories has their own name (e.g. "qooxdoo-contrib/foo" , ".../bar") and can be cloned individually. But maybe I didn't get what you're looking for...
