While I am very much in favour of a developing community, I do not believe that 
a better contrib system will somehow improve the number of contribs from the 
community, or persuade existing contrib authors to keep their contribs up to 
date.  Given the size of the community, IMHO the simplest and most natural 
distribution mechanism is Git and/or SVN - if we had 1,000’s of active contribs 
(or even just 100’s) then perhaps a more controlled process would be 
appropriate, but not right now.

Effort should go into developing the community first.
