It seems to me - and correct me if I am wrong - that M2.1 is much more
of a "known quantity" than M3 which implements the 0-10 protocol.

I think it is important to get this "interop release" out as quickly
as possible so from that perspective it would make sense not to tie it
to another release.

If M3 is all done and dusted at the point of the proposed M2.1 code
freeze then fine, but otherwise I would suggest we keep the releases
separate.
