My wish is to have a username database that *ENABLES* leaving mail
on server for which users could pay an extra service fee.
However the problem is that the server can't tell client accesses
from webmail accesses which need to have mail left on server since
they don't download it.

Its an easy hack which we made to 2.52 but abandoned when we
realized that some use webmail interfaces a lot, and they must by
definition leave the mail on the server.
