This is where I like cucipop's tactics. Simply ignore UIDL
and spew the mail to them fresh EVERY TIME. If you are mandating
that they don't store mail on server.
If it's okay for them to leave mail on server, then either
implement quota or blow money on disk (it's hard to buy
less than 36GB disks these days).
But deleting mail "for them" is wrong and evil.
If they are abusing, use a quota. They don't get their
new mail (temp fail) until they make room. End of Story.
