'em', which stand for 'Expire Mail'.
Written by Steve Mitchell of California State University, Fresno in 1991 (!)

I found a 'shar' type file on our system, 16 kilobytes large, containing
C source, man page, Makefile and README, but I am unable to provide you
with a public software repository location where you could find it.
I strongly hesitate to throw other people's work onto a public forum, even
ten years after date.
