Make sure you're using the latest version (4.0.4) and have enabled 
server mode.  That way Qpopper keeps a cache file between mail 
checks, so in the vast majority of those 1-minute POP checks, it 
won't have to read the spool at all (just the cache).  That should 
make a *huge* difference.

(Of course, don't enable server mode for users that access the spool 
through any means other than POP.)

Qpopper does support the LOGIN-DELAY CAPA tag, which informs clients 
of the minimum mail permitted mail check interval.  However, I don't 
think Eudora currently pays attention to this.  If support for 
LOGIN-DELAY would be important to you, be sure to let the Eudora 
people know this.  If you use some other client, let them know.

Qpopper doesn't currently enforce LOGIN-DELAY, but that wouldn't be a 
terribly difficult patch.  But try 4.0.4 server mode first, and see 
if that helps enough.
