I don't think there's a solution except for your users not to use Outlook
express :-(
I have been dealing with this problem for some time. Interesting to note
that the other pop3 severs about are no better, Qpopper does seem the best.
The solution is to get your users to:
1. increase the server timeouts to 5 minutes that's the max.
2. not to cancel the mail collection half way through and if they do then
they MUST reboot before trying again
3. try to start it with
pop3 stream tcp nowait.80 root /usr/local/sbin/popper qpopper -s -R -T
600 -f /etc/qpopper.conf
in your  inetd.conf
and
set chunky-writes = tls
in  /etc/qpopper.conf

4. The other Outlook express setting that seem to cause a problem is under
accounts advanced
"Leave a copy on server..." do not use this it really seems to make things
go crazy.

Well I hope that's a bit of a help.

I guess we all should be encouraging our users to use  Eudora, we could even
buy it :-)
and help support the development of Qpopper!
