I think there's some other issue with your plugin. I have just sent myself mail using all uppercase local part and it is handled correctly. The mail was sent from a remote site and received via qpsmtpd.
The mail is received in the original UPPER case and passed through as expected. A swag of plugins looked at the mail on the way in.
I know that, but in this case the mail is for local delivery. Maybe I should also patch qmail-local?
