I wouldn't be surprised if this were true.  However...
 
If Quackle played like the perfect player, a difference of 1 or 2 in evaluation 
may be important.  Reality is, though, that issues such as:
 
(1) recognising the many situations when the board should be kept closed, or 
opened, and
(2) plays on each ply are not individually simmed, and
(3) endgame deficiencies,
 
mean that small differences in evaluation are less relevant than trying to take 
the above into account when interpreting the results.
