Sweet!!   My business plan was centered on being a Mobile Instructor and the van would enable me to be so. The PASS plan is funding the van and DVR is funding conversion expenses plus minimal start-up fees. My 82 Ford could not feasibly be converted so they opted for a new one. DVR cant discriminate because of cost. If it can be justified as a necessity then they have to work with you.
