If you look at the back of your VR agreement, you should notice your right to appeal any decision made by VR. It appears from several postings that I've read that people are not appealing local decision made by their local offices. Granted, it may take a little longer, but the appeal process works and in the end your local office will have better respect for your efforts. Remember, VR will always say no first and see what happens. If you do nothing, you've saved them money to spend on other projects. Let them know that you are committed to improvement and progress.
