I'm confused.  Could you further clarify your question of your project.  I 
gather from your question that you have a client (without age) who uses an 
electric wheelchair.  The owner of this electric wheelchair is a woman with CP and 
a mother of an 18 month old child, who needs to be transported safely.
If this is so, I don't see a problem.  The laws and rules of securement are 
well defined for an electric wheelchair using safety straps or electric 
securement.  The 18 month old baby must be secured in an approved baby seat also 
secured in the vehicle.
Adults, (TABs or DABs) are not allowed to hold babies while a vehicle is in 
movement.
