I have discussed this with the drivers and they really aren't sure.  I don't want to talk to the people that I have been talking to at the transit.  Truthfully I'm not sure if I want them to know what I am up to.  I made a phone call to the woman that assessed me for the transit (she is the one that meets with the people and makes sure they are unable to ride the fixed route),  I had to leave a message and have a list of questions for when she calls me back.  I'll figure it out.  Thanks for the info.

Some of your questions cannot be answered with short answers, but I will try
my best.  When dealing with the transportation system and its employees, you
have to remember that you are working with people barely making min wages. 
Grab any literature you can during the rides and ask simple questions like, who's
your boss or who's your boss's boss.  Somewhere inside the bus is a
Certificate of Authority  which is issued by the Agency that controls the bus/van or
transport vehicle, whether private or government supported.  It could be local
city or town government or county that grants the authority.  Or, just ask the
question from the driver that you would like someday to become a member of the
transport authority board and you would like some information.  I would tell
that person the reason why you want that info.  If you get one piece of info
each day for a week....you'll be learning alot in short time.
Occasionally, the public is invited to board meetings.  Find out when and
where they are held.
