SSDI-is essentially a program of the state and is based on need and a qualifying disability, same as SS. SSDI is not based on work history, as people getting it usually don't have enough work history to receive SS.
SS is based on work history and how much a person has paid into the system, federal dollars.
I worked for the State of Ohio for 7 yrs and am therefore qualified for state employees disability benefits, as I paid into their retirement/disability account rather than SS. Most state, sometimes city and federal workers have private accounts for retirement and disability.
