Attitude is everything.  You also succeed better with honey than  vinegar.  
Same would apply in your argument.  On the day you received  your ticket, you 
should have gone to the police dept and have it quashed, before  it was entered 
in the system.  Because you failed to do that, your  violation is now in the 
system ... to be resolved.  Outside the actual  violation of local laws, your 
attitude before the court will be measured and  weighed against any action.  
You might have a well informed judge who is  aware of both local and national 
codes and choose to dismiss the case against  you.... or maybe not.
 
Contact a local Center for Independent Living in your zip code for  
assistance on local violations. They may have the secret you are looking  for.
