This has become BIG BUSINESS, for many undeveloped or underdeveloped  
countries will few laws
and a need for dumb monies from RICH countries like North America and  
Europe. Ten of millions of spam scam are sent daily to lure a small percentage  
of 
people who fall prey to the lure.
Kind of like putting a million hooks on a fishing line.  If you only  catch 
one big fish... its worth it.  And then there is tomorrow.
