I can relate to that too as I've haven't be there in the same amount of  time 
and then some.
You can still go there for a glass of lemon water and a bowl of cracker N  
soup.  Of course if you can't get seated in a proper place the bowl of  
crackers 
is moot.  
Regarding the negotiations, are you being copied or did you ask to be  
copied?  The complaint process is not a passive process, once  started.  
Remember 
you are just getting facts.

I know you don't wish to read this but without the 10-step process, you  are 
missing the point. If you don't use and document the process by step you  
can/may lose your credibility in trying to resolve the project/problem.
What you file your legal complaint, you will be asked if you tried to  
resolve the problem using the 10-step process.  If you answer NO and the  
Defendant 
says that they were never contacted and you can prove it, then it  may take 
valuable more time.
 
Justice is not operated like a light switch.  Its a phased  process.... and 
those potential defendant knows that already.  If you can  prove and document, 
then your credibility can not be question as you further  the process.
 
Remember you have to have the FACTS to prove your complaint.
