Please consider a Podiatrist.  They have the necessary HD tools to  perform 
the job right.  Watch what they do and what they use.  Ask  lots of 
questions.  I believe Medicare/Medicaid pays for the visit.   You can purchase 
the 
special shears, pinchers, not clippers.
