I'm a caregiver for a quad and he goes to a wound clinic occasionally and the Dremel file is what they use on his toenails.
I've occasionally used the two handled toenail clippers that have a spring and can be purchased at drug stores for $20-$25. We can still do fingernails with regular nail clippers and a little hand filing. If there is a better way I would like to know about it as well.
