Off hand I'd suggest moving it to a warm room, take the pram battery out overnight and give it another try tomorrow with a known working cord and the monitor, kb and mouse plugged in. Before plugging the cord in give the power supply internal connections to the logic board and drives a plugin and unplug a couple of times.
Sorry, a lame answer but all worth checking before we ask why its spare and direct you to either swap parts or stick your head in again to check the logic board for leaking caps or other damage, I imagine the Q950 was unplugged during its storage so the 3.6volt reading is a small surprise to me unless its been changed recently?
