My experience with Daystar/Sonnet ppc cards isn't all that extensive but as far as I can remember, not having the PowerPC control panel doesn't cause the computer not to boot. Of course the card won't work, but that's a different problem. On the other hand, not having the adapter in a computer that requires the adapter, that can cause failure to boot - it did with my Daystar PowerCache card, which requires an adapter for use in my IIsi. In the quote above, the original poster doesn't mention inserting the adapter card for the 6100 - could that be the problem?
