Your best bet $-wise would be to set up something like a IIci with twin Ethernet cards and a *nix of some sort (NetBSD comes to mind), but that's a lot of trouble. Option #3, definitely the easiest, is to get a broadband router that has a serial port for modem backup and use that. (That way it's still useful even if you're on dialup, and it uses a LOT less electricity than keeping a computer on all the time.)
