Probably the sense coding (multiscan vs. fixed-freqency).

You want sync-on-green with an older Mac but probably separate sync for

Most PC monitors can't do 832x624, especially at the Apple standard refresh
rate of 60-something Hz (67, maybe? I know it's 67 Hz for Mac 640x480
video.).  The 640x480 and 1024x768 settings are probably VGA and XGA,
respectively, with compatible refresh rates of 60 Hz.

Any PC modem that doesn't have a built-in cable *should* work fine.
