Some older adapters are made specifically for Macs that use 'Sync on green' such as Mac II and early nubus or pds graphics boards. This would mean one of the sync lines would be on the green colour channel. If you monitor does not support this it would be without that sync line (in this case v.sync) causing the picture to scroll.
