This is the standard MacOS 8.1 message you will get from a primary drive
that is formatted as HFS+ if you try to boot from it, on a 68k Mac.

It's in the documentation of the 8.1 install CD, the article is entitled:
"About Mac OS Extended Format", under the paragraph "680x0 Specific Issues"

Extended format as the start up disk, but the Mac OS Extended format can be
used on additional disks connected to a 680x0 computer running Mac OS 8.1.

That is: HFS+ is not supported in primary drives on 68k Macs. You cannot
boot up from an HFS+ drive on a 68k Mac. As a secondary drive, HFS+ is fine
- but a 68K primary boot drive must be HFS formatted.

You first need to format this drive as HFS, if you want to use it as your
primary drive. I also recommend that you partition this 4GB drive by at
least 4 x 1GB partitions to make a more efficient use of the drive when
formatted as HFS.
