Is Disk Copy available for PC's or do I need to use a mac of someone else ? Is (freeware) communication software is availble ? Is mounting sofware for mac formatted cd's on a pc available ?

you might try basilisk and a mac network disk to make the needed floppies, Appletalking between them and making the floppies on a mac or installing from basilisk to the quadra. This requires a ethernet connection
Just install the OS you wont as a clean install, I suggest this incase there are any needed drivers on the Japanese OS which you may have a hard time finding else where.
Transmac is another option, clunky as it is, unnessarsary if you have a ethernet connection between the two machines.
