Could be an air lock somewhere causing localised boiling.  Have you tried 
topping up and leaving overnight then checking the level again?

I had a problem with my Zetec in the 2+2. It burst a radiator hose and over 
heated or might have been overeheated and bust a hose. 
 
Anyway, I refilled the cooling system and started the car. It ran albeit rough 
for two minutes and started to spray  out of one of the hose connections. I 
tightened the hose and release the preasure cap. Water came shooting out.
 
 I refilled topped up the water and started the engine again. There was a 
misfire now and after a minute the bottom rad hose blew off.
 
I obviously have excessive preasure in the cooling system and imediatetly 
thought head gasket gon. I’ve done a compression test and they are between 14 
and 150 psi. Seams OK.
 
Any other ideas?
