With regard to this stuff going tacky before you assemble it, almost all of the various glues that I have used require a "tacking time" of only between 1 and 10 minutes before assembly, after which time you have one chance only! An hour sounds too long.
I have used Dunlop Thixofix to great effect (now no longer available I believe, replaced by Alpha Thixofix), which allows some repositioning to gain perfect alignment then when satisfied push hard and it sets. In my humble opinion, I would not advise using Loctite HD glue as when I used it with vinyl, it all fell off after a day. Dunelm HD adhesive worked well as did a number of others long since forgotten but all smelled the same.
