Has the speedo been stored off the car ?
They need to be stored the correct way up as there is a viscious fluid around the shaft to damp it but if the speedo is stored the wrong way up the fluid slowly runs out of it's correct location and gives too much or not enough damping.

I needed a new clutch, so tried to sort out my non functioning speedo
at the same time: it counted the miles, but rate of travel resolutely
remained at 0. With the "fit a replacement part" idea clearly in mind,
everything apart from the dash pod clock set itself has been
replaced....and now the speedo moves (improvement, yeah?) but winds up
very slowly and slows down equally slowly...as if it were seriously
heavily damped. I don't mind changing the clocks as well.....but does
anyone have any idea what might be the problem here ?
