Got another idle speed control valve so ill give that a go I had a similar problem with an RS Turbo engine. The revs would not drop below 1300. When checked the idle speed control valve turned out to be coked up. The gasket for the valve was hard to come by. I got the last one that the dealer had. You might have to make your own one. I guess you will have looked thoroughly for air leaks which can cause a similar problem.
