Solved it! Tipped the tank down as planned, and fuel seeped rapidly through the cotton braided fuel hose attached to the large breather outlet just above the filler grommit. Probably split the rubber because the outlet is a bit too large for the hose - 12mm i.d. hose stretched over the 14mm outlet. Replaced the hose, and job sorted.
Tank tipping technique worked well. While I was down there I replaced all the hoses as I had lots left from the original build. Glad that's fixed.
