I think he meant Loud pedal, as in accelerator pedal.
If you have a manual choke you will have a knob near the bottom of the
dash which you have to pull out in cold weather and leave out until the
engine warms up a bit.
How far you pull it out and how long before you need to push it back in
some or all of the way will depend on the outside temperature and will
need some trial and error.
